You are a member of the Davenport Community School District's School Board. As a board member, it is your job to create and approve specific school policies. With your fellow board members, revise the school's policy prohibiting the display of gang symbols so that it is constitutional.

"Gang-related activities such as display of 'colors', symbols, signs, etc. will not be tolerated on school grounds. Students in violation will be suspended from school and/or recommended to the Board for expulsion. "

In my school, I would prohibit any gang, or curse word symbols. I would do this so that there shall be no trouble in our school. We do not want a fuss of havic.

What guidelines would you provide school officials with to ensure that only those students who were truly advertising gangs would be punished?
Students that are truly advertising gangs will result into either a choice of not advertising that gang, or a 2 week suspension for not doing so.

Specifically, how would you define "gang"?
Gang, to me, means a group of people who start trouble. These groups of people should not be advertised around schools, or in them aswell.

What exact symbols would be prohibited?
Any symbols that symbolize the gang. A X with a box over it.

Which colors/color combinations are gang-related?
Kids will be able to wear any color clothes as they please, as long as they do not disrespect the rules. The colors that are gang related are lime green and black.

as a member of the Davenport Community School District's School Board i think that specific conduct and symbols should be prohibit to be seen in schools and for students to do. we will all have to come up with the laws for this new rule that all students must fallow. these rules on symbols and ect will be prohibited to the exact where every one is safe.a gang to me is where a group of people get together to do something as a whole and sometimes its not the best things they do.

1 iwould prohibit any symbols that pertain to gangs and / or strongly imply gang violence.

2 the guidelines would be to use common sense and to not just assume. to figure things out and get your facts straight before presenting the case

3 i would define "gang" as a group of people that hold eachother down and not in a civil way. a group of people trying to live life how they know best.

the second amendment clearly states that ... A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
the way i interpret the second amendment is you are allowed to protect your self up to an extend but only in Siren places and in Siren situations.
there is such a dispute over gun ownership because so many people own guns and now people are not only using them for protection agents getting hurt but also killing others who aren't supposed to be killed and doing other things where they are violating the second amendment.
i truly think that the court should rule that only people who have the atrocities to own a gun can that work with the Us to make sure that people are safe.

1. The specific conduct and symbols that prohibit it something that is abnormal symbols.
2. The guidelines I would provide school officials with to ensure that only those students who were truly advertising gangs would be punished is to ask the student if they are in a gang, to ask if the symbol they have is a gang symbol, they can ask the students friends if that person is in a gang, than phone their parents.
3. I would you define "gang" as a group of people who “take care of business”.
4. I don’t know any gang symbols so I don’t know what exact symbols would be prohibited.
5. I think some colors/color combinations that are gang-related are black, blue, and red.

Revised School Policy:
The policy below is a revised policy of the original the previous policy. It was revised through review by the School Board and a new policy is in effect.

1. School officials are only given authority to punish students who violate specific codes and rules discussed below. The punishments will be distributed accordingly and must conform to School Board rules. Only students that really demonstrate authentic gang affiliation will be punished.

2. Any form of gang affiliations such as Bloods, Crips, Latin Kings, MS-13, and any other street gang is prohibited from being represented on school premises.

3. Anyway type of gang symbol that is connected to any gang is also prohibited from being displayed on school premises. Signs connected with the gangs mentioned above or were not mentioned are strictly prohibited.

4. Any form of gang like behavior such as a gathering around school grounds and engaging in violent acts is strictly prohibited students who fail to comply will be dealt with accordingly.

5. The Davenport Community School District considers a gang a group of more than one person that goes around causing potential danger to learning environment for other students.

6. Gang color combinations are very broad and all of them might not be mentioned. Anyway color whether it be red, blue, yellow, orange, and many others are prohibited from being worn in a total match from head to toe. Wearing these colors of course are allowed but as long as they arent solid colored. For example, if a student shows up with a solid red t shirt, black jeans and a red bandanna around his or her's head, face, neck, or any other place is strictly not allowed.

7. The students who do not follow these rules will be punished accordingly and will be dealt with in a strict manner. Punishments include suspension, expulsion, and being placed under arrest are just to name a few. Jason K 902

I would prohibit, any conduct that may be threatining towards other students, or showing any violence, or even someone who may be showing signs of conducting crime, or having negative thoughts. Some symbols that I would prohibit would be any negative symbols, such as a burning cross or flag, or maybe graffiti tags, or even hand symbols. Some guidelines that I would provide, would be that anyone who may seem suspicious in their behavior, or may be conducting crime, shall be taken into consideration, because they may possible be in a gang. Also, thier clothing attire, such as wearing bandanas, and certain colored clothing, should be accounted of. Tattoos can be considered,but not every person who has a tattoo is in a gang. They can have it as a sign of symbolic speech and freedom, which you are allowed to do, so do not necessarily punish anyone that has a tattoo. Specifically, I would define a gang, as a developed organization,or establishment, were the individuals share a common identity. There are also gangs, with just girls, called innitiations, and they can conduct in rituals or beliefs that no one else does. Gangs can be dangerous, and can result in many crimes, and homocide. Hand signals, and greetings, or slurs and codes should be prohibited. Colors, such as red, or blue, or black are usually gang related.

I think the policy should be changed to; "the display of certian symbols and signs will not be tolerated."
I would not tolerate the symbols of guns, knives, blood or anything that is toward violence. I would also research and see what certain signs mean.
To the guidelines, I would tell school officals to make that they just don't automatically judge the student make sure they do their homework and check to actually see if they have any gang affiliation. Ex; who they hang out with, their acdiemic and behavioral history.
Gang to me is a group of people whose intentions are planned on hurting people. Not to be confused with clique, club or anything else. Then again, there are "gangs" out in the world that are toward doing good.
I would prohibt bandanas only because they are usually signifiant with gang culture and also I would not want anyone that isn't in a gang to be confused and maybe even get hurt. Some colors that are signifant are black, blue and red.

If i was the school district , i would prohibit any offensive clothing like a t-shirt that said like americans or a certain race sucks . The students that would wear something like that would be punished such as getting suspended and /or getting detention.i would define gang by having just one particular group always together and throwing up gang signs.gang colors are mostly green,blue,red,yellow or any plain color gang realted t-shirts.

Violence related with 'gang' activity such as display of 'colors', symbols, signs, etc. will not be tolerated on school grounds. Symbols such as a drawing, writing, and speech will cause suspension. Signs such as handshakes, or structure of the hands will also result in suspension. Colors worn occasionally will result in an interrogation to see if the person and the colors are gang related. Gang means a joining of people in a specific clause. We will not tolerate gangs related with violence and rivalry between other gangs.

As a board member my job is to further express prohibition of gang activities.To sum up what was listed in the code of conduct (anyone involved in wearing gang colors or gang symbols will be suspended and maybe expelled).To punish anyone expressing gang violence they should be permanetly expelled from school.The word "gang" means a group of people.Today it is used as a group of criminals who either steal or hurt innocent people.To stop this people who are friends should be prohibited from wearing gang signs or gang colors.Gang violence should be stopped inorder to protect the common welfare of all students.

I would prohibit arm bands and any symbols that say anything related to gangs or violence.I would prohibit anything that has to do with gangs.I would show them different symbols of local gangs and advise them to prohibit these in their classrooms.I would define a gang by saying a group of kids who cause violence and vadalism.

I think gangs are kids or teens who are in like a group of 4 5 or more people and terrorize younger or kids within the same range of age. They hang around and do bad thhings in the neighborhood to rebel. The symbols i would ban are if someone has a symbol of a gun or anything terrorizing which probably wouldnt happen but in case it does id ban anything terrorizing.I think that any dark colors like black, brown, or even a light color like grey are gang colors. My rule would be to let people have tattooes or anything they want as long as it doesnt hurt anyone.

I would prohibit special type of handshakes,and solid color shirts.I would tell the faculty to be aware of any handshakes or signs they make with there hands and make sure they don't carry a bandanna.I would define a gang as a group of people who start or try to get into fights. I would specifically prohibit hand symbols and du rags and bandannas.I think red and blue are the most common gang colors.

2.)The guidelines that I would use,

- Ban gang symbols in the school
- Not allow gangs to have meetings
- No gang clothing such as dude rags, gang beads, gang colors, etc.

3.)I would define gang as a group of people who have a common interest. They often engage in drug use and violence. Gangs often have their own codes of operation. They often have a code name and a Constitution that regulates their activities and behavior. In New York City gangs developed in Riker's Island.

4.)Tatoos, gangs and symbolic speech would be prohibited.

Gang related activities such as their colors, symbols, signs and other related gang stuff arent allowed to be done on school grounds. Any student that is in a gang and foung on school grounds will be susspended from school or recommended to the board of for explusion.I would prohibit guns, knives, dress code, symbols, language and colors.To ensure that those students advertising gang violence would be reporeted to the police and would be expelled from school.I describe a gang as a group of people. Symbols that should not be allowed is the nazi sign and other non related signs. Some colors are yellow and black.

Some specific symbols and conduct would be knives, guns, dress code, and language. Guidelines that i would ensure are that anybody caught will be sent to the police and will be expelled from school. I would define a gang as a group of people that hang together. Symbols that should be prohibited would be the nazi sign and other gang related signs. The color would be yellow and black. "Anybody in a gang wont be tolerated in school. Students that violate this law will be suspended from school and sent to the board."

Students who show signs of gang affiliation in school should get suspended. If there was a student was involved in gangs and had a tattoo instead of assuming I would first go find some information on certain tattoos before suspend that student. That way I have proof.

I dont think that i would probihit symbols, because the conflict that occurs with the students, if there is conflict afterwards that effects the school as a whole. I would prohibit, certain jewerly.I would define gang, as a group of people-not just teens- who have tradtions and rules that have bad intentions to do to other people.
Any color can be gang-related. ANY COLOR. There are no specific types, but yes red and black are used alot.

I would provide guidlines such as
- Make sure that the students participating in this activity should have some sort of jewerly or handshake that disturbs others.
- If the student has bad intention to another student and is trying to bring attention to themselves.

Articles of clothing that have profanity, nudity, racism, and anything that disrespects our country will not be allowed on school grounds. If the article of clothing disrupts the class and stops the progress of the class, the student or students will be suspended or be recomended to the board for expultion.

I would prohibit any threats from a student when they say a gang that they are in are going to go and hurt someone else. I would not allow anyone to do any gang handshakes or graffiti during or on school property. I would provide school officials with a least of gang activity that is not allowed during school or on school property. I defing a gang as a group of people who are usually the same nationalty or backround, wear, act or talk the same way and call themselves a Gang. I think words that are graffitied or written somewhere are symbols prohibbited. I think that there are not any set gang colors because gang colors are usually colors anyone wears on a daily basis. Although, if someone is constantly wearing red, or blue, those are known as gang colors and would be considered a representation for certain gangs.

I would keep the amendment the same but i would find out what are the specific gang colors or sighns or symbols were assosiated with gangs.I would also ask the student question realating to the "gang-associtated" thing he or she has, and make sure it is not in any way sort or form rlated to gangs

"Any student who is belived to be displaying any gang realated colors symbols or sighns will be brought to questioning, and the color/symbol/sighn will be reasearched in the priniciplas

1.i would define a gang as a group of people who work together and do illegal things.

Gang (a group of youngsters or adolescents who associate closely, often exclusively, for social reasons, especially a group engaging in delinquent behavior.) related activities such as display of tattoos, bandannas, armbands, masks, slogans/stickers, sayings, (verbal, email, phone) conversations, symbols, etc. For the symbols anything that is currently a gang sign (if in color or not). if i was part of the schools distruct of the school board and i needed to make a better rule up to make sure there was no gang symbols around the school gangs are a group of people who pick on people that dont do anything vanize things. i woudnt know what signs would be prohibited because we might not know a the gang signs that there is in the state but we woud go to the cops and see if they know of any that we woud prohibite. the colors that are gang reated are hard because there are aot of colors out there that we use that could be gang related

To interpet or to make a little less vague I would say "Any type of gang related behavior having to deal with gang symbols, such as, the color of that type of gang, or any type of signs in which the gang represents is NOT to be put up with. With that any type of these gang interactions taking place with in the schools property is an instant suspension or expeltion."The specific symbold I would prohibit is any type of symbol that a gang would usually represent like every normal day. If a child is representing their gang I would start off with a warning and if that person refuses or if i catch them with it angain they be suspended or expeled. A gang is a mob or crew of young people who soend time together for social reasons. Any type of gang related symbols will be prohibited. The one that I think I know is a gang color combinations is the black and white bandana (I am really not sure...I think).

The type of conduct and symbols that I would prohibit is those of any type of signing, tatoos that have any symbol because they could mean any thing. So it is important not to have any sort of images to start a conflict between students within the school.
If you notice more than one person wearing the same symbol, check them thoroughly, check for anything related to gangs. If there are any such tags around the school building check students for cans incase.
I would define a "gang" as a organized group of people who fight for territory for "RESPECT" which is the most important thing.
The symbols that would not be prohibited are the following: crosses, any type of letters, stars of any kind, and crowns.
Well, the colors that I would say are gang related and mostly used would be red, blue, or yellow.

I would prohibit symbols such as the natzi symbol or symbols with guns or knives. If a student were to advertising gangs i would punish them by reporting this to government officials or the police. I would define a gang as a group of people who do wrong things like stealing or killing.One gang colors are yellow and black.

I really don't think there is an specific way to define "gang". Just because someone has a tatoo doesn't mean that person is involved in gang activity. You can't just assume that because that will be denying that person their freedom of speech/expression. Some people may just think a tatoo is "cool" and the word "gang" was probably not inn their mind when they got it. Same with handshakes, colors,and signs, they propably think is a "cool" behavior because everyone's doing it. Doesn't necessarily have to be gang-related. I would probably prohibit foul language and violent behavior. Now if they choose to come up with a "code" for a bad word then so be it, as long as they don't use the actual word. However, violent behavior will not be tolerated. Pushing, yelling, or bullying another member of the school, student or teacher,is strictly prohibited. Students who choose to do otherwise will be punished accordingly.

If it was my school, i would prohibit gangs and grafetti . Becasue i think it would be uncalled for and not mature if student were in gangs acting bad it would make my school look bad. and the grafeti would make the school look bad.
