I believe that this quote is saying when it is war time our rights are limited.

I agree with the saying because we should have the same rights regardless of the situation we are in

To me this quote means that when in time of war the people don't have to listen to the laws. I agree with it because when it comes to war you shouldn't have to listen to what the law says if its to protect the nation. If your in a war and you need to defend your country you would often have to break the laws.

I believe that the saying, "In time of war the laws are silent," means that when a country is in a time of war, the laws that were given to the people at the start of the country don't really apply, because the government is taking away the people's rights in order to protect them. I do agree with that saying. This is so because during WWI or WWII, the US had compleatly forgotten about the people's rights and liberties because the government just wanted to win the war, and keep everyone out of trouble. They did this by passing specific acts, like the Espionoge Act, or the creation of the Internment Camps.
